Considering government goals and policies in development program of the country, insisting on entry of 20 millions international tourists per year, construction of tourism infrastructure seems inevitable. According to the act 8 of heritage, handicrafts and tourism organization legislation for attracting international and domestic investors approved on 1380/12/19, the government has the ability to give authorization to the private sector to establish basic tourism infrastructure in suitable region of the country with an emphasis on less developped zones. -Foundation agreement issuance of the attractive tourist zone is the responsibility of tourism, handicrafts, heritage organization
